We are pleased to invite you to the Ist Edition of the Morocco-Finland Circular Economy Dialogue,
jointly organized by the Embassy of Finland in Morocco and AMEPA (Moroccan Association for
Drinking Water and Sanitation).
This event will bring together representatives from the public and private sectors, academia, public
Utilities and development partners to share experiences, Present innovative solutions and explore
concrete opportunities for cooperation between Morocco and Finland in the field of the circular
economy.
The event will take Place on October 19th, 2026, at the National Office Of Electricity and Drinking
Water (ONEE — Rabat) (program attached).

Background and Rationale: As countries face increasing challenges related to sustainable resource
management, climate resilience, water security and environmental sustainability, the circular
economy has emerged as a key driver for economic competitiveness, innovation and inclusive
growth. In this context, Morocco is progressively integrating circular economy principles into its
public policies and sectoral strategies. Finland, internationally recognized as a leader in the circular
economy, offers extensive expertise in circular governance, innovation, green technologies and
international cooperation. The Morocco–Finland Circular Economy Dialogue 2026, jointly organized
by the Embassy of Finland in Morocco and AMEPA, aims to provide a platform for dialogue and
cooperation between Moroccan and Finnish stakeholders to identify practical solutions,
partnerships and investment opportunities that support the transition towards a circular economy.
The initiative is also aligned with the momentum generated by the World Circular Economy Forum
(WCEF), the leading global platform dedicated to advancing circular economy solutions worldwide.
Objective: The Dialogue seeks to strengthen cooperation between Morocco and Finland in the field
of circular economy by promoting knowledge exchange, sharing best practices, showcasing
innovative solutions and fostering concrete partnerships among public institutions, private sector
actors, local authorities, research organizations, financial institutions and development partners.
Discussion Areas: Discussions will focus on policy frameworks and governance mechanisms
supporting the circular transition, sustainable water management and water resilience, waste
management and resource recovery, digitalization and smart technologies for resource optimization,
as well as investment and financing opportunities that can accelerate the implementation of high
impact circular economy solutions.
Expected Outcomes: The Dialogue is expected to strengthen cooperation between Moroccan and
Finnish stakeholders, promote innovative solutions tailored to Morocco’s needs, facilitate exchanges
between public and private actors, identify opportunities for collaboration and investment, and
contribute to the development of concrete projects in the areas of water, waste management,
digitalization and circular economy.
Conclusion: Beyond being a platform for discussion, the Morocco–Finland Circular Economy
Dialogue 2026 aims to serve as an action-oriented cooperation platform that brings together
stakeholders from both countries and promotes the development of sustainable, innovative and
value-creating solutions in support of Morocco’s development priorities and the broader circular
economy transition.
