2. Peru’s Digital Agenda 2026–2030

Background

Peru’s digital transformation is guided by the National Digital Transformation Policy to 2030, approved in 2023. The policy aims to accelerate digital transformation, improve public services, strengthen digital inclusion, boost competitiveness and promote the responsible adoption of emerging technologies.

In December 2025, the government set up a multisectoral working group to develop the Peruvian Digital Agenda 2026–2030. The goal is to align sector strategies under a common national roadmap, with input from government, the private sector, academia and civil society.

Expected priority areas

  1. Connectivity and inclusion: affordable, reliable and secure connectivity, especially in rural and underserved areas.
  2. Digital economy and productivity: digital adoption by businesses, especially MSMEs, along with e-commerce, digital payments and financial inclusion.
  3. Digital government and data: modern public services, interoperability between institutions, and better data management and transparency.
  4. Artificial intelligence and innovation: responsible development and adoption of AI, research and technological capabilities.
  5. Cybersecurity and digital trust: digital security, personal data protection and confidence in digital services.
  6. Digital skills: digital competencies across the population and workforce.

Related strategies

Two national strategies adopted in 2026 support these priorities:

  • National Government Data Strategy 2026–2030: data governance, interoperability, data quality and open data.
  • National Artificial Intelligence Strategy 2026–2030: a framework for the development, governance and adoption of AI.
